How am I supposed to deal with that? I can't declare war on an unknown foe and even if I know my enemy, no way I can declare war before 2220. Coupled with the insane "Long period of peace" modifier (which trigger is set 20 years from the last war) is pure evil. I had games where my very first colony ship spawned 2 pacifist one jump away from my capital in 2207. This leads to unfair pacifist (and to some degree xenophile) attraction. No matter how many modifiers you got, it will do nothing (you could mod it to be 1000% and it would still be useless). But there's something we need to discuss as per title. I hope this is the first of many games of the genre. So, first of all, good job Paradox and Tantalus for the port on console.
